Yes, he is. This is a ruby-crowned kinglet who can apparently puff himself up quite well. I don’t know if the photographer did a little manipulation or if he spotted a particularly round bird. Here’s a YouTube video. https://www.youtube.com/watch?v=uhHpswuWeKE
