Interesting photo, I’m thinking spiders
It’s a silk floss tree. The puffy, cotton-like substance has a large seed in the middle.

Kind of close, in that the name evokes spiders: silk floss tree. Those balls are actually fibrous strands that surround a seed. The strands can be used for pillow or duvet stuffing, though.
